Kill sessions

The kill switch: stop one session, an owner's sessions or every session of the org now.

Bumps each session's epoch and inserts a relay event in the same transaction, so the relay closes the session's connections by tag at once; the worker gets Stop {kill} at its next heartbeat and closes the session's egress proxy; a partitioned worker's proxy fails closed 30 s after its last renewal.
